The Heathrow West Limited(HWL) proposed scheme, developed with a team of industry experts, includes a new western terminal as well as a phased third runway. The first phase can be operational by 2035, meeting the Government’s timeline for Heathrow expansion.
Our assessment of Heathrow Airport Limited's (HAL) 3,500m runway won't be delivered until at least 2040 due to complex enabling works west of the M25.
Phasing the runway addresses many of the risks associated with an all or nothing approach to airport expansion. An initial 2400m runway avoids moving the M25 and other high-risk infrastructure work needed to build a 3500m runway. This means the 2,400m runway can be delivered significantly earlier and meet demand forecasts sooner.


The initial phase will be future-proofed to allow for an extension of the runway to 3,500m as demand warrants. Importantly, during any future expansion, the 2,400m runway would continue to operate.
Heathrow West intends to submit a Development Consent Order (DCO) application in November 2027. As part of the DCO pre-application process, Heathrow West will consult with residents, businesses and other stakeholders.

The Heathrow West proposal offers several key benefits:
A 2,400m runway is sufficient to accommodate practically all narrow body flights (short haul destinations). Freeing up capacity within the existing two runways for growth of wide body flights (long haul destinations). This avoids the need for a costly, disruptive, and high-risk programme to enable the M25 crossing. It is assessed that the 3,500m runway solution would only be operational by 2040, missing the government’s deadline of 2035.

Our plan includes a new Terminal 6, located to the west of Terminal 5. This will create a single, purpose-built hub designed to minimise land take and preserve Green Belt land and will be capable of accommodating 40million passengers annually. This integrated approach streamlines transfers and enhances airline connectivity.

By centralising functions between T5 and T6, we can reduce complexity, streamline processes, and ensure optimal use of space and resources, avoiding unnecessary land take and costly infrastructure duplication.

Our plan includes a new Public Transport Hub designed to reduce reliance on private cars by promoting seamless access to rail, tube and bus services. This supports the government's objective to shift more airport journeys to environmentally sustainable modes of transport.

Our vision for Heathrow's expansion includes a significant focus to benefit both the environment and local communities. We plan to create a natural buffer, primarily to the west of the airport, that will help reduce the impact of airport operations. This includes a new Western Green Corridor with pedestrian and cycle paths along the River Colne and a new Pippins Park that will be three times larger than the existing one, complete with upgraded recreational facilities.
The plan is designed to be a comprehensive solution for long-term environmental sustainability. Beyond creating new parks and pathways, our proposal includes noise attenuation bunds and a commitment to preserving and enhancing Green Belt land. By developing accessible and sustainable spaces, including new cycle and pedestrian loops that connect villages to the airport and green spaces, we aim to improve the quality of life for residents while mitigating environmental impacts like noise pollution and air quality.
